Opera doesn't accept a cursor: pointer for an input type="submit".

Your testpage is flawed; the css-rule is for a button element instead of an input element.
But indeed, it seems that Opera doesn't apply the rule correctely for an input with type="submit", but if you move your mouse very slowly over the element you will briefly see the cursor change near the edge of the element.

What's even more odd - for a part of second there the cursor changes(!).
It's normal, pointer and normal back again (Opera 7.60P4, Windows).

Now this bug is solved in Opera 8

The bug is still present for button element on Opera 8.5
