In certain situations Opera seems to copy the padding-top to the padding-bottom.

Not quite true - the height of the top padding gets clipped off the bottom of the content area - and is therefore added on to the bottom padding. The person who reported it to you decided not to bother to report this to opera and instead decided to insult them in their page meta data (I have reported it on their behalf).
May I suggest adding an extra field: "has this been reported to the vendor" - there is no point whining about bugs unless they are reported the the vendor to allow them to fix them.
